Ukrgiprobum developed a feasibility study for the construction of Kyiv Cardboard Factory, including the installation of 2 K-19 cardboard machines, each of which was capable of producing 70 thousand tons of cardboard per year, and additional production of 29 thousand tons per year of printed cardboard boxes.


The technical plan for Kyiv Cardboard Factory is developed as a part of Tripilskiy Industrial Site, and funds are provided for land reclamation.


Land reclamation is fulfilled for the construction of the factory. Construction of the factory is mandated to the State Supply Committee of the USSR. Production volumes are increased up to 200-220 thousand tons of cardboard per year, and the production of tissue is planned. A joint management was created for the construction of the cardboard and paper mills.


The plant “Kievpromstroy” was chosen to be the general contractor for construction, and construction of the plant and residential areas begins. On February 1, the first pile was driven into the foundation at the main building site. In November, construction of the printing production plant began.


The company was renamed into Kyiv Cardboard and Paper Mill. Construction of Kyiv Cardboard and Paper Mill in Obukhiv (40 km from Kiev) was a part of a larger program of the USSR State Supply on the use of raw materials.


The specialized All-Union control body “Soyuzorgbumprom” completed installation of processing equipment, and the firm “Escher-Wyss” supervises the installation of equipment supplied.

On February 4th at 11:30p.m. the first cardboard is produced. On March 30, the first production complex goes into operation, producing 100 thousand tons of uncoated cardboard annually. Construction on the paper production facility begins.


On January 28th, the second production complex begins operation, also producing 100 thousand tons of uncoated cardboard and 20 thousand tons of sheet cardboard annually. The first export deliveries are shipped.


The planned production capacity of 200 thousand tons per year is achieved.


On February 20 at 6:12 p.m. the first toilet paper is produced. In June, paper machine No. 1 is commissioned and the shop for processing paper in rolls begins to work.


The millionth ton of cardboard is produced, and the second tissue machine is put into operation.


The workshop of consumer goods is commissioned.


The mill completely pays off the loan for its construction. The first stage of the plant’s life is complete, as it is fully operational and capable of meeting and developing design capacity.


Crisis in domestic industry reaches the plant: a sharp decline in production follows, along with a large reduction in established economic ties.


According to the Decree of the President of Ukraine “Concerning Corporatization of State-owned Enterprises” in July, the State Enterprise Kyiv Cardboard and Paper Mill is transformed into the Open Joint-Stock Company “Kyiv Cardboard and Paper Mill.”


The production of special low density cardboards is implemented: flat layers of corrugated cardboard (container board, 180-200 g/m2) and paper for corrugating (corrugated board flute, 112-140 g/m2).


For the first time in Ukraine and CIS countries, 100% cellulose tissue for sanitary purposes is produced at a density of 15 to 40 g/m2. The “Celli” duplicating machine is put into operation and begins producing two- and three-layer tissue for multi-layer napkins, handkerchiefs, towels.


In the consumer goods workshop, the production of high-quality cellulose napkins of different colors begins with the application of 2-color printing.


This period can rightly be called the most difficult stage in the history of the mill, but this was also a time for the development of new products and introduction of new equipment. As a result, in 1995 the production of tissue for sanitation purposes again started to grow, and in 1997—cardboard production also rose.


The decision is made to begin the construction of a corrugated board production workshop in existing areas.


The Mill officially celebrates the 25 anniversary of the beginning of construction and the 20th anniversary since the beginning of operations. The first stage of corrugated board production is completed, producing 100 million m2  per year, and the capacity goal for corrugated boxes is set at 60 million m2 per year.


The production of corrugated cardboard continues to develop: a line of automatic packaging of corrugated products is commissioned, as well as a new high-performance line for producing corrugated containers with rotary die cutting. A ZUEND L-300 plotter is purchased and installed for the production of cardboard packaging samples.


An automated line for packaging napkins in plastic wrap goes into operation.


Factory receives the certificate of conformity to the quality management system requirements of ISO 9001: 2000.


The reconstruction of the department of mass preparation of boxboard is completed.


The second stage of corrugated board production begins. The capacity of the new corrugator increases the existing capacity for the production of corrugated board up to 300 million m2 per year.


The factory obtains the Certificate of Conformity of Environmental Management System Requirements of ISO 14001:2004. The production of five-layer corrugated board is mastered. The factory wins the competition of the international club of packers WPO “WorldStar2008”. The GAMBINI equipment for converting waste paper into tissue for sanitary purposes is installed. The toilet paper and paper towels produced at the mill are now on par with European quality standards.


A PASABAN sheet-cutting machine is commissioned for producing flat cardboard with improved consumer characteristics.


Expanded the possibilities of production of corrugated packaging; installed a line of thin-carving Masterline III (company BOBST) and FFG 1228 NT (company Martin) machines.


In the corrugated packaging workshop the Master Fold 230 high-speed gluing line is launched, allowing for the production of more complex glued products, from one to six glue points. The Rapid Twin crosslinking metal strap line commissioned the same year made the production of large packages possible for industrial products, as well as packaging for PET platforms (octabins).


Upgrades to the paper products shop are completed, increasing production of the increasingly popular paper towel and toilet paper products. The renovation involves the purchase and installation of state-of-the-art equipment—a rare occurrence in Ukraine—from leading wold manufacturers, and includes the Futura Urano (Italy) conversion line, the TMC (Italy) transport line, and two Fanuc (Japan) packaging robots.


Many projects were undertaken to modernize existing equipment and storage facilities. In particular, the construction of a new logistics center. Contracts for the purchase of new packaging lines were signed. Installation of charging equipment for new electric forklifts took place. In corrugated manufacturing, a new laser-cutting Lasercomb for the manufacture of punching forms was installed.


The construction of a logistics center is completed at Kyiv CPM. In the papermaking shop, the Minda transport-packaging line was launched. A de-inking shop was installed by GL & V for the preparation and purification of wastepaper. The modernization of the BHS-1 dryer begins.


СM-1 reconstruction starts, coating unit and press parts of CM-2 modernization. Bridge cranes were replaced. For PMM-1 Yankee-cylinder was replaced . At the corrugated factory was instuled a packaging machine with a flat cut BOBST-160.


Kyiv CPM has completed a project of the construction of the engineering building of the napkins production plant, started up a new shoe press Mitsubishi Heavy Industries at PM-2, completed the installation and put into operation a system of automatic Bellmer Unwinder with the fly splicer for coater machines.

2018 year

Kyiv CPM together with A.Celli (Italy) has completed the first phase of PMM-2 reconstruction. The transition has been completed to new versions of international standards ISO 9001:2015 Quality Management System, ISO 14001 : 2015 Environmental Management System. Two additional Bobst Flexo Vision 160 printing units were installed on the Vision Cut 160 converting line in order to expand the range of sophisticated die-cutting products. Kyiv CPM launched a new range of paper products TM SoffiPRO for the HoReCa segment. A new Altair 160 GL folding and gluing line from Vega, Italy, was commissioned in November 2018. The next phase of the modernisation of the chalk plant at the cardboard production facility was completed. Kyiv CPM won the Ukrainian rating “Honest Taxpayers – 2018”.

2019 year

Kyiv CPM has completed the reconstruction of CМM-1 together with Andritz Company. The events carried out as part of a large-scale programme of technical re-equipment of coated cardboard production, which will improve the quality characteristics of the cardboard and enter new markets. On 1 April 2019, the Kyiv CPM passed a certification audit for compliance with the Halal standard, which demonstrates that no ingredients whose use is prohibited by Shariah are used at all stages of production. In July 2019, Kyiv CPM launched a new Bobst Masterline 2.1 corrugated packaging line, which will increase corrugated packaging production and enable the development of SRP packaging. KCPM replaced the water-ring pumps in the CММ-1 and CМM-2 vacuum systems, which resulted in reduced electricity consumption. A complete modernisation of the pulp flow was also carried out with replacement of pumps and agitators . On 12 November 2019, the Kyiv CPM successfully passed its third FSC supply chain audit, which confirms that the mill is an environmentally responsible enterprise and adheres to responsible forest management principles. For the second time in a row, Kyiv CPM received the honorary title “Honest Taxpayers – 2019”.

2020 year

In July, the Kyiv CPM received the national award for FMGG producers “Made in Ukraine 2020”. In November 2020, Kyiv CPM was the first in the CIS countries to install the Flatmount-3000 mounting table, this equipment for mounting flexographic printing plates, which will improve the quality of cutting and save up to 25% of consumables. The company has implemented new international standards ISO 45001 and ISO 50001, these standards of process management regulate the work of companies on labor safety and energy saving. The mill won the nomination for “Best Enterprise to Implement a Risk Management System” for 2020. The Kyiv CPM once again won the Honest Taxpayers -2020 title.

2021 year

On 19-21 January PJSC Kyiv CPM has successfully passed re-certification audit to confirm compliance with international standards ISO 9001 and ISO 14001. Also the mill passed the certification audit for compliance with international standards ISO 45001:2018 “Healthcare Management System” and ISO 50001:2018 “Energy Management System”. In the autumn, the mill confirmed the international certification scheme FSSC 22000 v.5.1 and FSC. In December 2021, Kyiv Cardboard and Paper Mill launched a new line for the production of egg trays  in 10 piece and boxes in 30 piece formats.
