Kyiv СPM summarizes the year: innovations, Zero Waste strategy, and industry leadership

Stability despite challenges: PJSC Kyiv Cardboard and Paper Mill concludes 2025 with encouraging results. Despite geopolitical and macroeconomic uncertainty, the enterprise not only fully met its production plans but also expanded its product range with new offerings, implemented large-scale projects, and strengthened social guarantees for employees. The company once again confirmed its status as one of the largest producers of corrugated cardboard in Eastern Europe and a leader in the domestic sanitary and hygiene products market.

Despite the harsh conditions of wartime: staff shortages, blackouts and high electricity costs, logistical difficulties, and declining real consumer purchasing power, Kyiv Cardboard and Paper Mill has not stopped operations for a single day since the start of the full-scale invasion. The enterprise relies on a strategic development vision defined by its owner, the Austrian group Pulp Mill Holding, headed by Dr. Heinz Zinner.

Kyiv Cardboard and Paper Mill operates production facilities that allow it to consistently manufacture around 322,000 tonnes of marketable products per year. This year, many companies in the industry were forced to scale back their operations due to a shortage of resources; however, Kyiv CPM managed to maintain its leading positions in the Ukrainian market and to demonstrate positive growth.

PJSC Kyiv Cardboard and Paper Mill is among the enterprises that are of critical importance to Ukraine’s economy and to ensuring the population’s vital needs under difficult conditions. Thanks to stable operations and uninterrupted production, in 2025 Kyiv CPM fully met its obligations to the state, making the mill one of the largest taxpayers in the capital region and in Ukraine as a whole. In particular, during the first nine months of the year alone, the mill paid UAH 1.2 billion to budgets at various levels.

Capital investment in development: Kyiv Cardboard and Paper Mill continues to modernize its equipment

To overcome external challenges, with the support of its Austrian shareholder, the mill is actively investing in process automation, the development of local supply chains, staff retraining programs, and the implementation of new approaches to employee recruitment and motivation.

The year 2025 became a period of large-scale capital investment for the mill. According to Nina Kolodii, Director for Economics and Finance at Kyiv Cardboard and Paper Mill PJSC, total payments within the 2025 investment budget amounted to approximately €10 million. An increase in funding is planned for 2026, and the cumulative investments of the Austrian owner over the past four years have exceeded €350 million.

Among the key plans for 2026 is the launch of a packaging line for folded paper towels, which will make it possible to expand the product range and enter new market segments.

Innovative development of Kyiv Cardboard and Paper Mill: pioneer in Ukraine

Kyiv Cardboard and Paper Mill is actively working on the implementation of innovations. As noted by Andrii Rebro, Deputy Director of Sales of the Corrugated Products and Molded Containers Division at Kyiv Cardboard and Paper Mill PJSC, several years ago the company became the first among domestic manufacturers to introduce a product line for e-commerce, specialized packaging with tear-off strips and other formats tailored to the needs of online retail. The mill continuously improves and expands its range of packaging solutions for e-commerce. This year, in particular, solutions for packaging books and vinyl records were developed and launched.

As emphasized Nataliia Stepaniuk, Director of Paper and Paper Products Sales Department at Kyiv Cardboard and Paper Mill PJSC, a new product was introduced in 2025, toilet paper “Obukhiv Eco Comfort”, developed specifically for the Aurora retail chain.

This year, Kyiv CPM also developed and launched specialized safe packaging for children’s products, branded beauty boxes, proprietary packaging for a pet store chain, as well as holders for six wine bottles, which are in high demand among alcohol stores and trade chains.

In the cardboard production segment, growth in sales of materials for disposable tableware and paper bags has been recorded, in line with global trends toward environmentally friendly packaging.

Environmental responsibility is one of Kyiv CPM’s priorities

With the support of its Austrian owners, Kyiv Cardboard and Paper Mill invests millions of euros in the renewal and modernization of its fixed assets. The mill continues to move forward with its Zero Waste strategy, that is aimed at waste-free production.

All environmental initiatives are financed using KCPM’s own working capital and include:

  • minimizing electricity consumption through the installation of regulation and control equipment;
  • reviewing and implementing waste management methods by reducing waste generation.

Kyiv Cardboard and Paper Mill enters 2026 with a clear development strategy, ambitious investment plans, and an uncompromising commitment to the principles of sustainable development. For partners and customers, this means reliable supplies, high product quality, and the opportunity to cooperate with a company that combines European standards, an innovative approach, and environmental responsibility.
