Recycling waste paper is not just about giving used paper a “second wind” – it is a vital step toward bringing European principles of environmental responsibility, resource efficiency, and zero-waste production to Ukraine. With the support of its Austrian owner, Kyiv Cardboard and Paper Mill is introducing modern technologies that turn secondary raw materials into high-quality products without harming the environment.
Backed by ongoing investments in modernisation and guided by exemplary management, Kyiv Cardboard and Paper Mill PJSC is breaking outdated stereotypes about waste paper being a “dirty” or low-grade material. Today, the company confidently transforms recyclables into a broad range of premium corrugated cardboard, packaging solutions, and sanitary products.
From waste paper to finished goods: inside the operations of Kyiv CPM
The full production cycle at the enterprise begins with the receipt of secondary raw materials and ends with the sale of certified products. Kyiv CPM’s own network of collection points operates in eight Ukrainian cities: Kyiv, Dnipro, Kharkiv, Poltava, Zaporizhzhia, Kryvyi Rih, Odesa, and Lviv. Every month, the mill receives up to 20,000 tonnes of used paper.
The advantage of Ukrainian waste paper over imported raw materials lies primarily in its price and quality: domestic recyclables are more affordable and contain fewer impurities, the company representative notes. Moreover, all cardboard and paper products manufactured by Kyiv CPM are fully recyclable and can be returned for processing by individuals, large enterprises, and retail chains.
The recycling process at Kyiv CPM involves several stages
After being broken down into fibres in a hydropulper and undergoing three stages of coarse cleaning during which additives (plastic, adhesive tape, and household waste) are removed, the material passes through four stages of fine filtration, where small particles, sand, and mineral impurities are separated.
The use of biodegradable bactericidal agents to eliminate pathogenic microflora is obligatory. Final heat treatment at ultra-high temperatures completes the paper production process. Kyiv CPM’s in-house laboratory conducts radiological control of both raw materials and finished products, with samples further verified in European laboratories.
The “second life” of used paper: from packaging to sanitary hygiene
According to Iurii Golovchenko, the Chairman of the Board of Kyiv Cardboard and Paper Mill, the company converts about a thousand tonnes of waste paper into popular market products every day:
- coated and uncoated packaging cardboard;
- cardboard for packaging;
- base material for disposable tableware;
- cardboard for products on sleeve;
- sanitary products (in particular, the popular Obukhiv 65 toilet paper brand, as well as products under Dyvo EcoSoft and Obukhiv Eco Comfort brands).

“The market of cardboard and paper products made from waste paper is very competitive, and with a huge selection of products in different price categories, the most important thing for the buyer is the amount of quality paper they will receive for their money,” says Oleksandr Yakovyna, Director of Quality and Strategic Development at Kyiv CPM.
The mill has undergone voluntary supply chain certification under the Forest Stewardship Council standard FSC-STD-40-004, and has also obtained ISO 9001:2015, ISO 14001:2015, ISO 45001:2018, ISO 50001:2018, and Halal certificates, confirming the high level of safety and quality of its products.
Investments in zero-waste production: the experience of Kyiv СPM
Caring for the environment is one of the core values of a responsible manufacturer. Through waste paper recycling, Kyiv CPM prevents the cutting down of more than 5 million trees each year. Moreover, secondary raw materials require significantly less energy for processing compared with pulp, which reduces overall energy consumption and greenhouse gas emissions.

In 2024, the mill launched a new project by establishing a structural unit – the Waste Treatment Unit – equipped with a German-made W8.15 Powerline shredder from Weima for shredding jutes.
PMH Group headed by Dr. Heinz Zinner, the Austrian shareholder of Kyiv CPM, invested €710,000 in the purchase of this equipment. Thanks to the latest equipment, the recycling process now allows waste to be separated into valuable secondary materials: SRF fuel and metal wire. As of 2025, Kyiv Cardboard and Paper Mill has significantly reduced the amount of waste sent to landfills. Shredded film is used as fuel, while fibre waste is in demand in the construction industry.
