Investments, diplomacy and European standards: Kyiv Cardboard and Paper Mill strengthens partnership with Austrian Embassy in Ukraine

On 10 July 2025, Robert Martin Müller, the newly appointed Austrian Ambassador to Ukraine, visited Kyiv Cardboard and Paper Mill. The meeting was another important step in reinforcing bilateral ties between the Ukrainian manufacturer and its Austrian partners, who demonstrate unwavering support for domestic business even in difficult wartime conditions.

Kyiv Cardboard and Paper Mill is an enterprise with foreign investments. Its shareholder is Pulp Mill Holding (Austria) and this fact significantly influences the formation of the company`s values and its strategic development.

Iurii Golovchenko, Chairman of the Board of Kyiv CPM stated: “Our company is increasingly welcoming both international and national delegations. Our message is clear: we stand for openness to cooperation, technological excellence, sustainability, and social responsibility. We prove that European-level manufacturing exists in Ukraine — with a professional team and a clear strategic vision. We play an essential role in economic recovery: we create jobs, support local communities, and promote Ukrainian industry. We believe in innovation, transparency, and responsible business practices — and we are already taking action in this direction. Each visit should leave not only a positive impression but also foster trust and a genuine interest in collaboration.”

Strategic partnership: representatives of diplomacy and the mill are building a strong economic bilaterial ties

Robert Martin Müller succeeded Arad Benkö, who had headed the Austrian diplomatic mission in Kyiv since January 2023. The newly appointed Austrian ambassador shared his impressions of the scale of production at Kyiv Cardboard and Paper Mill and the level of organization of production processes:

“Austrian companies rank among the largest investors in Ukraine and contribute significantly to the country’s economy and reconstruction. This enterprise is an excellent example of a successful investment that generates added value for both Ukraine and Austria even in times of crisis. Further strengthening bilateral economic cooperation is in mutual interest. Austria also supports Ukraine in its reform efforts on the way to joining the European Union,”– said Robert Martin Müller.

He also emphasized Austria’s commitment to taking an active role in Ukraine’s recovery. Since May 2024, Austrian companies have been provided with export guarantees totalling EUR 500 million for a period of 5 years through the AT-Ukraine Facility to restore basic infrastructure.

On April 30, Mr. Wolfgang Anzengruber was appointed by Austria’s Ministry of Foreign Affairs as the official government coordinator for Ukraine`s recovery.

Thanks to the high-level support, Kyiv CPM is gaining additional opportunities to ensure operational stability — even under the challenges of wartime.

Economic and geopolitical turbulence, complicated logistics, and limited access to external financing have not hindered the uninterrupted operations of Kyiv Cardboard and Paper Mill.

Representatives of the Austrian owner, Pulp Mill Holding, outlined the strategic vision of the company`s development for the next 3-5 years in the context of Ukraine`s post-war recovery:

“As before, Kyiv CPM will continue to produce high-quality products to meet the needs of the Ukrainian population. We remain committed to recycling wastepaper and industrial by-products — this is our contribution to the country’s environmental sustainability.
We will also continue creating safe workplaces with stable and competitive salaries, and work together with local authorities to make Obukhiv a more attractive and comfortable place to live.
This will require joint efforts of both the management and the entire team of the mill.”

Billions of hryvnias for development and ESG standards: how Austrian investor supports Ukraine`s economy and environment via Kyiv CPM?

In 2022 2024, the Austrian owner invested more than UAH 700 million in the mill’s technical modernization, including almost half a billion last year. In addition, Kyiv CPM has consistently ranked among the top taxpayers in Kyivska oblast:

– in 2024, UAH 1.5 billion paid to the budget,

– in 2023 – UAH 1.43 billion,

– in 2022 – about UAH 1 billion.

Kyiv CPM company maintains the critical infrastructure of the Obukhivskyi district and has developed a range of successful cases of efficient industrial waste management.

Development prospects: how Kyiv CPM is becoming a key driver of Ukraine`s reconstruction

Dr. Heinz Zinner, Director and ultimate beneficiary of PMH, emphasizes: “Business leaders across Europe are showing growing interest in partnering with their Ukrainian counterparts. Even in the midst of war, Austrian-backed companies have provided over 20,000 jobs for Ukrainians, and investments have reached into the billions of euros.”

The meeting between the leadership of Kyiv CPM company and the new Austrian ambassador reaffirmed the shared commitment to deepening strategic cooperation and implementing long-term development plans that will help strengthen the position of the domestic producer in the market and contribute to the overall economic recovery of Ukraine.
