Kyiv CPM embraces new quality standards: why can`t price for Obukhiv 65 be less?

Being a leader in the domestic market of sanitary products, PJSC “Kyiv Cardboard and Paper Mill” demonstrates its capacity to meet the highest quality and safety standards.

The company has prepared in advance for the implementation of DSTU (State standard of Ukraine) OIML R 87:2017, which regulates the amount of packaged goods in packages in accordance with European standards, which will be implemented in Ukraine from October 2025. The production of sanitary products under Obukhiv 65 brand involves laboratory quality control at every stage. The in-house certified sanitary and industrial laboratory of Kyiv Cardboard Paper and Mill carries out radiological testing of both raw materials and finished products to avoid the presence of undesirable impurities in the finished product.

The key focus is on all the details of the process cycle without exception. Even the chemical composition of cleaning products for production and technical areas at Kyiv CPM is strictly regulated. This approach guarantees absolute safety of the products for consumers.

New regulatory requirements and capacity of Kyiv CPM for implementation

This year, the legislation clearly defined the procedure for acceptance of goods by quantity, volume and size for domestic toilet paper manufacturers. The main feature of the reform is that from now on, the buyer is guaranteed to receive products in an amount not less than that indicated on the packaging.

According to the experts of Kyiv Cardboard and Paper Mill, previously DSTU allowed quantitative deviations of up to +/-5% . Today, inaccuracy in a single roll are also allowed, but the average length of a batch of goods has to be not less than the nominal length. However, Kyiv CPM is fully prepared for legislative innovations.

“We held the first meeting on 6 January, and in the middle of this month, changes were made to the production standards for Obukhiv 65 toilet paper. The cost of production has increased, but the rolls definitely meet the requirements of DSTU OIML R 87:2017, which the mill has been complying with since February 2025, although the legislation regulates the end of the transition period in October 2025” says Oleksandr Yakovyna, director of quality and strategic development at PJSC “Kyiv Cardboard and Paper Mill”.

How to recognize a low-quality toilet paper: life hacks from Kyiv Cardboard and Paper Mill

According to European best practices, certain requirements are set for toilet paper:

  • The priority is product safety, namely, the absence of encapsulation (absence of undefibred waste paper fragments containing potentially pathogenic microorganisms visible at daylight).
  • Preservation of physical and mechanical properties (for example, Obukhiv 65 retains its density and does not tear during use, and is also highly water-soluble, which is especially important when used in dry closets, particularly in rural areas).

Experts at Kyiv CPM warn of the main risks of buying cheap “alternatives”:

  • the paper does not meet quality specifications and may contain impurities and carcinogens that are hazardous to health;
  • the production technology does not meet hygiene standards;
  • the counterfeit does not have the paper length declared by the manufacturer.

Laboratory control is carried out at all stages of the production process at Kyiv CPM.

Price of quality: why Kyiv CPM products cannot be cheaper and what shapes their price

Representatives of the mill explain that the production cost of Obukhiv 65 is objectively higher than  competitors analogues due to the specifics of the technological process.

For example, Kyiv CPM uses a multi-stage waste paper cleaning system that removes residues of tape, plastic, household waste, sand, and other impurities. Furthermore, heat treatment at a temperature of 200°C allows to completely destroy potentially dangerous germs and viruses. This makes the material 100% safe, but increases the consumption of raw materials and energy compared to competitors. As a result, the price becomes higher, but the paper itself is of higher quality.

“The market for waste sleeveless toilet paper is overstocked, and with a huge number of rolls in different price ranges, the main thing is to pay attention to the amount of quality paper you get for your money. Given the quality and quantity of Obukhov 65 paper in each roll, this product cannot be cheap,” explains Oleksandr Yakovyna, director of quality and strategic development of Kyiv CPM.
