Challenges facing the pulp and paper industry: Kyiv CPM`s perspective
The industry is showing positive growth, but it faces serious challenges:
- raw material shortage: low rates of waste paper collection in Ukraine and dependence on imported pulp;
- energy crisis: rising gas and electricity prices, attacks on critical infrastructure, and blackouts;
- outdated equipment: most manufacturers have limited investments in modernisation due to the war, even though a significant portion of equipment is physically and technologically outdated;
- logistics: disrupted traditional transport routes and the high cost of delivering large equipment;
- staff shortages: specialists are leaving the country and mobilization.
At the same time, the market is adapting: the share of secondary raw materials is growing (up to 70%), domestic products are becoming more competitive, the eco-friendly packaging segment is expanding, and new logistics routes are being established.
Kyiv CPM production indicators: stability in turbulent times
“Our plan for cardboard production in the first nine months of 2025 has been successfully completed – 115,200 tonnes of products, meeting the needs of key consumers,” says Iurii Golovchenko, the Chairman of the Board of Kyiv Cardboard and Paper Mill PJSC.

Kyiv CPM is determined to improve further: over the past three years, Austrian investor Pulp Mill Holding, led by Dr Heinz Zinner, has invested around €15 million in upgrading equipment, production units, and machinery. Currently, an ambitious investment plan for 2025 is being implemented.
The war has significantly complicated logistics: traditional sea routes are blocked, and transport costs are rising sharply.
“We are actively working to optimize routes, engage reliable logistics partners, and explore alternative solutions to ensure uninterrupted deliveries,” said representatives of the Kyiv Cardboard and Paper Mill.
A reliable pillar for the economy: Kyiv CPM conscientiously fulfills its financial and social obligations
The mill is a leading taxpayer in the Kyiv region and has been listed for several consecutive years as a critically important enterprise for the functioning of Ukraine’s economy.
“In the first nine months of 2025, we transferred over UAH 1 billion in obligatory payments,” said Nina Kolodii, Director of Economics and Finance at Kyiv Cardboard and Paper Mill.
Beyond this, the company voluntarily supports the Obukhiv community and defenders on the front lines: in less than nine months this year, approximately UAH 5 million has been directed to charitable initiatives.

We implement comprehensive social programs, support the professional development of our staff, and create comfortable working conditions,” emphasizes Olha Komar, Director of Administration and Legal Affairs and Human Resources at Kyiv Cardboard and Paper Mill.
